Street cleaners are now only there to be seen cleaning and not to actually clean the streets. So long as they appear to be there, is more relevant to the council than actually doing a good job. It's cheaper because the street cleaners can be in many places in one day as opposed to one place in many days if they were actually alllowed to do their jobs properly.
